Expanding Financial Access for Underserved Communities Act
This bill amends the Federal Credit Union Act to expand credit union services in underserved communities. It defines "underserved area" as census tracts with high poverty rates, areas more than 10 miles from bank branches, or designated community development zones. Credit unions seeking to serve these areas must submit business plans, with smaller credit unions reporting on new members and services within two years. Larger credit unions ($10B+ assets) must also establish consumer advisory panels and include compliance plans for fair lending in their applications.
