To amend chapter 2 of title II of the Trade Act of 1974 to include Guam, the Virgin Islands of the United States, American Samoa, and the Commonwealth of the Northern Mariana Islands in the definition of State for the purposes of the trade adjustment assistance for workers program.

This bill amends the Trade Act of 1974 to expand eligibility for trade adjustment assistance (TAA) to workers in U.S. territories. It adds Guam, the U.S. Virgin Islands, American Samoa, and the Northern Mariana Islands to the legal definition of "State" for the TAA program. As a result, workers in these territories displaced by international trade can now apply for the same job training, income support, and relocation assistance available to workers in U.S. states. The change takes effect for petitions filed on or after October 1, 2023.
