Federal Public Defense Commission Act of 2024

The Federal Public Defense Commission Act of 2024 establishes a new independent commission to ensure high-quality, conflict-free legal representation for people who cannot afford counsel in federal court. The bill requires that financially eligible individuals (those who cannot afford representation) receive appointed counsel in a wide range of cases including felonies, certain misdemeanors, juvenile delinquency cases, appeals, and other situations where the Sixth Amendment guarantees counsel. It creates a structure with an Executive Board (7 appointed members), Advisory Board, and Circuit Boards to oversee Federal Public Defender Offices in every federal judicial district. The Commission will set standards for appointment, compensation, and quality of representation, ensuring defendants have access to adequate resources for their defense.
