Offshore Parity Act of 2024

The Offshore Parity Act of 2024 would expand the jurisdiction of Louisiana, Mississippi, and Alabama over offshore areas in the Gulf of Mexico, shifting management from 3 geographical miles to approximately 11 miles seaward of their coastlines. It delegates authority to these states to manage oil, gas, and energy leases on newly expanded submerged lands, including collecting royalties and protecting existing lessee rights. The bill also grants these states authority to oversee fisheries management within the same expanded zone. States must meet specific conditions (like resource capacity) within 5 years of enactment, and existing federal lease protections remain intact for pre-enactment leases. Federal authority for national security, endangered species, and international fisheries agreements is explicitly preserved.
