Establishing the Task Force on the Legislative Process.

This bill creates a 12-member task force to study ways to speed up Congress’s passage of bills with broad bipartisan support. The task force, composed of six House and six Senate members appointed by party leadership, will analyze options for "bicameral legislation expedition" (meaning expedited consideration of bills passed by the other chamber with wide support) and issue a report within one year. The report must include analysis and recommendations approved by at least nine members, to be posted publicly by the Rules Committees. The bill itself does not change voting rules but establishes a body to study procedural improvements.
