Access to Foster Care to 21 Act

This bill extends foster care support until age 21 for eligible youth. It amends federal law to include 18-21-year-olds in foster care definitions, allowing them to remain in care or voluntarily return if they left before age 18. The bill is based on findings showing extended foster care increases high school completion (by 8%), college enrollment (10-11%), employment, and financial stability while reducing homelessness (28% decrease), pregnancy (28% decrease), and arrests (41% decrease) among youth. States must comply with these new definitions or face penalties of 1-5% in federal foster care funds for noncompliance.
