Requires a pharmacy benefit manager to pay a participating pharmacy at minimum at the national average drug acquisition cost (NADAC) rate, or at the pharmacy acquisition cost rate if greater or there is not a NADAC rate, plus a professional dispensing fee that is at minimum the professional dispensing fee paid under the state medical assistance program.

Establishes a central business district toll exemption during any period of strike by an employee organization, work stoppage or declared state of emergency

Provides that no individual or entity shall be charged a central business district toll during any period of strike by an employee organization, work stoppage or declared state of emergency that causes a stoppage for more than twenty-four hours or significant delays of any metropolitan transportation authority, metro north commuter railroad, New York city transit authority, or Long Island railroad services.

Exempts certain youths program volunteers from civil liability

Exempts volunteers in recreational activities, including but not limited to, little league coaches, managers, assistants and members of the board of directors from civil liability while providing services or rendering assistance to a player or participant as a result of such volunteer's acts of commission or omission arising out of or in the course of rendering such services or assistance during competitive games and practices.
