City of North St. Paul new water tower appropriation and prior appropriation cancellation

This bill allocates $4.5 million from the state's general fund to help the city of North St. Paul design, build, and equip a new water tower. The money is designated as a one-time grant available until the project is finished or stopped. At the same time, the bill cancels a previous $4.5 million state appropriation that was originally set aside for a different community facility in the same city. These changes take effect immediately after the bill is passed.
