St. Paul Neighborhood House capital improvements prior appropriation modification

This bill modifies a prior state appropriation to authorize funding for capital improvements at the Neighborhood House in St. Paul. It allocates $2,150,000 to the city of St. Paul specifically for the renovation of The Wellstone Center. The funds allow the city to be reimbursed for expenses paid after June 2, 2023, as long as a formal grant agreement has not yet been executed. The changes become effective immediately upon final enactment.
