Prohibit gender-affirming medical care and certain counseling for minors in the state of Minnesota

This bill, known as the Zywiec Act, prohibits healthcare providers in Minnesota from offering gender-affirming medical treatments like hormone therapy or puberty blockers to minors under 18. It also bans public health funds from being used for such care and restricts counseling that encourages a minor to identify as a gender different from their biological sex. The law allows exceptions for treating medical conditions unrelated to gender identity and for necessary surgical interventions for intersex conditions. Healthcare providers who violate the ban face severe penalties including fines of at least $500,000, license revocation, and up to ten years in prison. The legislation takes effect on July 1, 2026.
