Farm down payment assistance eligibility modification

This bill modifies Minnesota's farm down payment assistance program to expand eligibility for new farmers and adjust verification requirements for grant recipients. It defines an eligible farmer as someone who intends to provide most day-to-day farm labor, earns no more than $250,000 annually from farm products, has at least $1,000 in farm income or documented farming experience, and does not currently own farmland or have a spouse who does. The bill also introduces new definitions for incubator farms and limited land access to better support emerging farmers. Under the changes, the state may award grants covering up to 30 percent of a farm's purchase price with a maximum of $20,000, requiring recipients to verify annual farm income of at least $1,000 or demonstrate a $1,000 investment in farm infrastructure for the first five years. Priority funding is directed toward applicants with lower annual sales and those growing industrial hemp, cannabis, or specific specialty crops.
