Local road wetland replacement program bond issue and appropriation

This bill authorizes the sale of up to $15 million in state bonds to fund a program that replaces wetlands lost due to public road repairs and construction. The appropriated funds will be managed by the Board of Water and Soil Resources to purchase land or permanent easements, and to restore, create, or enhance wetlands in affected areas. The program allows flexibility in prioritizing projects and permits the board to work with federal agencies, other government entities, and private organizations to acquire wetland replacement credits. All land acquisitions must be made at fair market value as determined by the board.
