Child support cost recovery fee modification

This bill modifies Minnesota's child support enforcement fee structure to allow cost recovery fees to be charged to both parents (obligors) and custodial parents (obligees) who use state services, rather than only charging custodial parents. It establishes a $35 annual federal collections fee for cases where at least $550 in support has been collected from parents who never received public assistance, while removing the previous exemption that prevented fees from being charged to custodial parents who applied for services. The law also clarifies how fees are distributed, requiring that nonfederal revenue shares be allocated to support the state's child support system, cover administrative costs, and provide funding to counties for their enforcement programs.
