State Energy Code compliance streamlining competitive grants appropriation

This bill allocates $1 million in fiscal year 2027 to provide competitive grants to municipalities with populations of at least 50,000. Five percent of the appropriation is reserved for grant administration, and the money is available until June 30, 2029.
