Drinking water contaminate mitigation program establishment

This bill establishes a state program to provide rebates for installing water treatment systems that reduce manganese contamination in drinking water. It offers up to $1,400 in rebates to licensed contractors who install eligible systems in residential homes located in designated impacted areas (where manganese levels exceed health guidelines) and where household income is $95,000 or less. Contractors must collect 10% upfront from homeowners, follow Minnesota plumbing standards, and submit rebate applications with both homeowner and contractor signatures. The program is funded by a one-time $ appropriation from the general fund for fiscal year 2026, available until June 30, 2028.
