Office of Inspector General establishment provision, advisory committee establishment provision, transferring certain duties, and appropriation

This bill creates an independent Office of the Inspector General (OIG) in Minnesota to oversee state agencies and programs. The OIG will investigate fraud and misuse (defined as intentional deception for personal gain or improper use of public resources) in state programs, operating independently of the governor and legislature and reporting directly to the chief administrative law judge. It transfers certain oversight duties from the legislative auditor to the OIG and requires state agency commissioners to publish their salaries online. The OIG will cover all state agencies, programs, and funded grants or contracts, with the law taking effect January 1, 2026.
