City of Blaine social district license authorization provision

This bill allows the city of Blaine to establish designated social districts where patrons can consume alcohol purchased from nearby licensed businesses (like bars or restaurants), without the alcohol being sold within the district. The city must define district boundaries, hours, and days through an ordinance and post clear signage with safety rules, including disposal requirements for containers. Businesses must use non-glass containers holding no more than 16 ounces, displaying "Drink Responsibly" and a unique social district mark. The city must also create a public management plan and submit a detailed report to the legislature within two years about the district’s community impact and safety outcomes.
