Rental motor vehicle license plates establishment provision

This bill establishes a new license plate system specifically for rental motor vehicles in Minnesota. It requires auto rental companies (defined as businesses renting at least 50 vehicles) to apply for special plates displaying "RENTAL MOTOR VEHICLE" instead of standard plates. The plates are valid for seven years, may be transferred between vehicles within the same company for a $5 fee, and remove the requirement to display separate registration stickers. The change takes effect July 1, 2026, or sooner when the Department of Public Safety implements the system.
