Karlstad airport relocation bond issue and appropriation

This bill appropriates $9.7 million from state bond proceeds to fund Phase 3 of the Karlstad airport runway relocation project. The funds will cover engineering, construction, and equipment for a primary runway, taxiways, lighting, parking aprons, utilities, fueling systems, and navigational aids required for airport licensure.
