This bill modifies Minnesota's human services housing program requirements to expand eligibility for individuals with serious mental illness, substance use disorders, or co-occurring conditions who are homeless or at risk of homelessness. The legislation requires grantees to provide homeless outreach and case management services while allowing projects to offer clinical assessments, mental health services, substance use treatment, and housing support. It also updates general assistance eligibility criteria to include additional categories such as specific learning disabilities, certain student populations, and individuals whose alcohol or drug addiction contributes to their disability. These changes will take effect on July 1, 2026, and affect the Department of Human Services and county agencies administering housing and assistance programs.
