Motorboat operator provisions modified; game and fish license, reporting, and penalty provisions modified; penalties for false statements and alterations of applications, licenses, permits, and registrations created; invasive species provisions modified; and other natural resources provisions modified.

This bill strengthens enforcement of Minnesota's natural resources regulations by creating new penalties for fraudulent vehicle and registration activities, modifying rules for motorboat operators, and updating provisions related to game and fish licenses. It specifically makes it a misdemeanor for individuals and a gross misdemeanor for dealers to obtain or use temporary vehicle registrations without intent to complete sales, to provide false information on applications, or to possess fake registration decals. The legislation also requires off-road vehicle state trail passes to be available for inspection by law enforcement officers, establishes fees for resident and nonresident passes, and eliminates a specific lake trout harvest assessment. Additionally, the bill modifies invasive species provisions and updates various reporting requirements for water use and natural resources management.
