It allows districts to count certain nonresident students as Minnesota residents for average daily membership and pupil unit calculations, which affects state funding allocations. To qualify, students must have previously lived in Minnesota, be expected to return within 150 days, have a Minnesota-resident parent or guardian if under 18, and receive instruction from their former school district. The bill also prohibits charging tuition to these eligible nonresident students and limits their counted enrollment to 150 cumulative days. These changes take effect at the start of the 2026-2027 school year.
