Winter sports conservation special license plates established, and money appropriated.

HF 3398 establishes special Minnesota license plates for winter sports conservation, available to owners of passenger vehicles, motorcycles, or recreational vehicles who pay an annual contribution. Applicants must pay a special plate fee, registration tax, and a minimum annual contribution to the Winter Sports Conservation Account. Funds collected go 50% to snowmobile trail development and 50% to Keep It Clean MN for reducing waste on ice. The plates, featuring "WINTER SPORTS CONSERVATION" in their design, will be available starting January 1, 2027.
