Ice fishing special license plates established, and money appropriated.

HF 2656 establishes special license plates for ice fishing vehicles in Minnesota, available to registered owners of passenger cars, noncommercial pickup trucks, motorcycles, or recreational vehicles. To obtain these plates, applicants must pay standard registration fees, a special plate fee, and contribute a minimum annual amount to the "Keep It Clean" account. The funds collected under this bill are deposited into the Keep It Clean account and appropriated to the commissioner of public safety, with administration costs covered first and remaining funds distributed to Keep It Clean MN for waste reduction efforts on ice. The bill takes effect January 1, 2026.
