What changed between versions
The Higher Education Facilities Authority was renamed the Minnesota Health and Education Facilities Authority to reflect its new mandate over health care facilities in addition to educational ones.
The authority is now authorized to issue revenue bonds and make loans specifically for the acquisition, construction, or improvement of health care facilities, not just educational ones.
The rules for issuing revenue bonds were updated to explicitly allow refinancing debt for health care facilities alongside educational facilities.
Optometrists are granted the ability to administer local anesthesia and Botulinum toxin injections for specific minor procedures, provided they have board-approved training and follow strict limitations on lesion size and location.
