Teacher preparation program grant eligibility modified.

HF 1959 modifies eligibility for state grants supporting teacher preparation programs. It ensures all teacher preparation programs approved by Minnesota's Professional Educator Licensing and Standards Board (PELSB) automatically qualify for multiple existing grants, including the "Grow Your Own" program (section 122A.73) and grants for teachers of color or American Indian candidates. The bill requires grant funds to cover at least 80% of tuition/stipends for underrepresented teacher candidates and mandates partnerships with PELS board-approved programs. These changes apply to grants awarded on or after July 1, 2025.
