HF 1891 establishes a supplemental anatomical gift education program for Minnesota driver's license and identification card applicants. It provides a 50% fee credit toward the standard license or ID card fee for applicants who complete this program, with the credit rounded to the nearest $0.25. The credit applies only to new or renewal applications for standard licenses or ID cards (not permits, provisional licenses, or duplicates). Applicants may also choose to add a $2 voluntary donation to support anatomical gift education. The bill amends Minnesota Statutes sections 171.06 and 171.075, effective January 1, 2026.
