Local governmental units authorized to opt out of the Metropolitan Council regulatory jurisdiction.

HF 1731 allows cities and counties in Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties to opt out of the Metropolitan Council's regulatory authority. Local governments can file a resolution to independently manage development and infrastructure within their boundaries, ending the Council's jurisdiction over them starting January 1 after filing. This exempts them from Metro system plans and requirements, though the Council may still levy transit-related taxes in designated areas where transit services continue. Opting out communities may rejoin the Council's jurisdiction after a four-year waiting period by filing a new resolution.
