HF 1051 allows Minnesota municipalities to establish approval processes for religious institutions creating "sacred communities" - small housing units for chronically homeless, extremely low-income individuals, or designated volunteers. The bill requires these communities to provide utility access, maintain safety protocols (including emergency access and severe weather plans), and ensure 1/3 to 40% of units are for designated volunteers. Municipalities can regulate these communities as rental housing under specific conditions, and religious institutions must submit annual compliance plans. Noncompliance with these requirements triggers a newly established remedy process.
