Regulation of Presidential Libraries; Preempting to the state all regulatory authority over the establishment, maintenance, activities, and operations of presidential libraries; defining the term “presidential library”; prohibiting counties, municipalities, or other political subdivisions from enacting or enforcing any ordinance, resolution, rule, or other measure regarding presidential libraries unless authorized by federal law, etc.

Succession to Office of Governor, Auditing, and Government Efficiency; Proposing amendments to the State Constitution to repeal the creation of the office of Lieutenant Governor, the office of Legislative Auditor, and the Government Efficiency Task Force, to create the office of the Commissioner of Government Efficiency as a Cabinet officer, and to revise provisions relating to government efficiency and succession to the office of Governor if there is a vacancy or in the case of impeachment or incapacity, etc.

Display of Flags by Governmental Entities; Defining the term “governmental entity”; prohibiting governmental entities from erecting or displaying certain flags; requiring governmental entities to remain neutral in certain circumstances; authorizing a current or retired member of the United States Armed Forces or the National Guard to use reasonable force to prevent the desecration, destruction, or removal of the United States flag or to replace such flag to a position of prominence, etc.

Certificates of Completion; Deleting provisions providing for the award of a certificate of completion to certain students; revising the student eligibility criteria for enrollment in certificate career education programs, etc.
