Existing law creates various regulatory boards within the Department of Consumer Affairs. Existing law authorizes health-related boards to adopt regulations requiring a licensee to display his or her license or registration in the locality in which he or she is treating patients and to make specified disclosures to patients. This bill would make technical changes to that provision.
Existing law requires the Governor's Office of Business and Economic Development (GO-Biz) to develop and implement an International Trade and Investment Program and authorizes the director of GO-Biz to establish international trade and investment offices, as specified. This bill would make technical, nonsubstantive changes to these provisions.
Existing law, the California Finance Lenders Law, provides for the licensure and regulation of finance lenders and brokers by the Commissioner of Business Oversight. Existing law authorizes the commissioner to make general rules and regulations, and specific rulings, demands, and findings for the enforcement of that law, as specified. This bill would make a, nonsubstantive change to the latter provision.
Under existing law, for specified purposes, 2 or more admitted insurers having a common ownership or operating in this state under common management or control may act in concert between or among themselves as if they constituted a single insurer. This bill would make technical, nonsubstantive changes to these provisions.
Existing law requires the State Department of Public Health to establish a program for the development, provision, and evaluation of genetic disease testing. Existing law establishes the continuously appropriated Genetic Disease Testing Fund (GDTF) , consisting of fees paid for newborn screening tests. Existing law states the intent of the Legislature that all costs of the genetic disease testing program be fully supported by fees paid for newborn screening tests, which are deposited in the GDTF. Existing law authorizes moneys in the GDTF to be used for the expansion of the Genetic Disease Branch Screening Information System, as specified, to include cystic fibrosis, biotinidase, and severe combined immunodeficiency. Existing law exempts the amendment of contracts for this purpose from provisions of the Public Contract Code that establish standards for contracts and require the Department of General Services to approve these contracts. Existing law also exempts the amendment of contracts for this purpose from standards for personal services contracts and from provisions that give the California Technology Agency authority over the application of information technology for state agencies. This bill would require the department, until January 1, 2020, to expand the screening of newborns in Orange County to include screening for Krabbe disease, and would exempt the amendment of contracts for this purpose from provisions that establish standards for contracts, require the Department of General Services to approve contracts, and give the California Technology Agency authority over information technology projects, as described above. By authorizing moneys in the continuously appropriated GDTF to be used for screening newborns for this additional disease, the bill would make an appropriation.
This measure would commemorate June 6, 2013, as the 35th anniversary of the approval of Proposition 13 by California voters.
This measure would designate Monday, May 5, 2014, as California Peace Officers' Memorial Day, urge all Californians to use that day to honor California peace officers, and recognize specified California peace officers who were killed in defense of their communities.
Existing law creates the Defined Benefit Program of the State Teachers' Retirement System for the purpose of providing pension benefits to members of the system. The Defined Benefit Program is funded by employer and employee contributions as well as investment returns and state appropriations. This bill would appropriate $1,000,000,000 from the General Fund for transfer to the Teachers' Retirement Fund to reduce the unfunded liability of the Defined Benefit Program of the State Teachers' Retirement System. The bill would also appropriate another $1,000,000,000 to the Teachers' Retirement Fund if the Legislative Analyst determines in the May Revision of the 2014–15 Budget that the state has collected more than $1,000,000,000 in unanticipated General Fund revenue. The bill would require the Governor to form a working group of specified parties to propose long-term funding solutions for the unfunded liability of the Defined Benefit Program of the State Teachers' Retirement System and to report those solutions to the Legislature by January 1, 2015. The bill would make a statement of legislative findings and declarations. This bill would declare that it is to take effect immediately as an urgency statute.
Existing law generally regulates the size and weight of vehicles and vehicle loads when operated on highways. This bill would make technical, nonsubstantive changes to that provision.
This measure would proclaim the week of April 23 to April 30, 2014, inclusive, as Black April Memorial Week, a special time for Californians to remember the countless lives lost during the Vietnam War era, and to hope for more justice and liberty for the people of Vietnam.
