A new umbrella program called the California Wildfire Preparedness Program is established. All departmental duties under Section 4774.1 are now framed as activities of this program rather than standalone obligations.

The program's purpose is broadened from 'county-level coordination' to 'countywide coordination of and capacity for community wildfire mitigation, prevention, preparedness, and recovery activities,' and must now align with the department's statewide community wildfire preparedness strategy.

The list of coordination partners in Section 4774.3(c) is expanded to explicitly include state and tribal entities alongside federal, local, and regional partners.
