Removed the words 'based on weight' from Vehicle Code Section 9400.8(a), restoring the prohibition against ALL local agency charges for the privilege of using streets or highways, rather than limiting it to only weight-based charges as the Assembly version had done.

The legislative counsel's digest no longer states that the bill 'would expressly limit this prohibition to charges based on weight,' consistent with the removal of that language from the operative text.

The exemption from the prohibition on street-use charges now applies only to fees recovering costs associated with providing 'public services,' no longer covering 'public works.' This narrows the types of local agency activities for which street maintenance cost recovery through service fees is explicitly permitted.

Assembly Member Pacheco was added as a coauthor of the bill.

Redundant and duplicated language was cleaned up throughout, including removing 'and operate public works, such as services' from the findings, fixing the typo 'surcharge surcharge' to 'surcharge,' and reorganizing the legislative counsel digest paragraphs.

Section 9400.8(b)(1) now explicitly states that a fee, charge, or surcharge can be imposed upon the provider of, or ratepayer for, public services, rather than only being imposed 'by or for' a local agency. This clarifies that the cost can flow through to end users of services like water or power.

The phrase 'or a component thereof' was added to Section 9400.8(b)(1), allowing a portion of an existing surcharge to be designated as street cost recovery rather than requiring a separate, standalone fee.

Section 1(a)(3) was revised to more broadly describe the types of public services and works local governments can provide, adding 'other services and works' as a catch-all category beyond the enumerated examples.

Removed the condition 'if the voters approve Senate Constitutional Amendment 1 of the 1989-90 Regular Session,' making the prohibition on local agency weight-based charges no longer dependent on that historical ballot measure.

Removed the phrase 'after December 31, 1990,' eliminating the date restriction so the prohibition applies without a temporal trigger.

Changed 'extra legal loads' to 'extralegal loads' throughout, standardizing the terminology for oversized/overweight vehicle permits.

Added commas in subsection (b)(1) changing 'imposed by or for a local agency' to 'imposed by, or for, a local agency' for grammatical clarity.
