Physicians and surgeons: sexual misconduct and offenses: reinstatement of surrendered certificate.

Removed subdivision (i)(4), which would have automatically revoked a physician's certificate if it had been previously reinstated on or after January 1, 2020 based on a board finding of sexual abuse, misconduct, relations with a patient, or sexual exploitation. The removed provision also barred the person from petitioning for reinstatement or renewal and stated retroactive legislative intent.

Removed the 30-day hearing request right that would have applied to persons whose certificates were automatically revoked under the now-deleted provision, as well as the requirement that such proceedings follow the Administrative Procedure Act.

Fixed a drafting error in Section 726(i)(1)(A): changed 'The person's certificate has been surrendered because was surrendered while a board accusation was pending' to 'The person's certificate was surrendered while a board accusation was pending.' This corrects garbled language without changing the legal meaning.

Assembly Member Addis added as coauthor of the bill.

Legislative digest reworded: title changed from 'revocation of certificate' to 'revocation of reinstatement of surrendered certificate,' and the body of the digest was restructured for clarity, removing a redundant phrase about 'specified circumstances relating to the commission of sexual misconduct or sexual offenses.'

Amendment date updated from June 15, 2026 to June 24, 2026.

The entire Section 2 adding Code of Civil Procedure Section 1517.5 was deleted. This section would have deemed class action settlement payments abandoned if a class member could not be located, did not file a claim, or did not cash the payment, and required those funds to escheat to the state within 90 days.

The appropriation language was removed. The bill no longer makes an appropriation to the Unclaimed Property Fund, and the vote requirement changed from a two-thirds majority to a simple majority.

Subdivision (i)(1)(A) was changed from prohibiting reinstatement when a certificate was 'surrendered because the person committed' sexual abuse, misconduct, or relations with a patient, to prohibiting reinstatement when a certificate was 'surrendered while a board accusation was pending against their license that alleges the person committed' those acts. This broadens the bar on reinstatement to cover cases where an accusation is merely pending, not just where the person was found to have actually committed the act.

The UC annual reporting requirement (Education Code Section 92010) was removed from the bill entirely. This provision had requested the University of California to report to the Legislature each April on systemwide programs, initiatives, and expenditures.

The bill's overall scope shifted from covering UC reporting plus unclaimed property to covering medical licensing (sexual misconduct) plus unclaimed property. The class action settlement provisions were renumbered from Section 1 to Section 2 but their content is unchanged.

A new Section 1 amends Business and Professions Code Section 2307 to require automatic revocation of a physician's certificate if it was revoked based on a board finding of sexual abuse, misconduct, or relations with a patient (or sexual exploitation) and was subsequently reinstated on or after January 1, 2020. The person is prohibited from petitioning for reinstatement or renewal.

The new medical licensing provision includes retroactive application language, meaning it applies to certificates already reinstated since January 1, 2020. A holder may request a hearing within 30 days of the automatic revocation, conducted under the Administrative Procedure Act.

Entirely new Section 1517.5 added to the Code of Civil Procedure, making all class action settlements (court-ordered or court-approved) subject to unclaimed property escheatment rules. Settlement agreements must reference this section.

Exempts class action settlements subject to this section from other notice provisions in the same chapter of the Code of Civil Procedure.

Permits federal courts to apply these procedures if they determine it is appropriate and consistent with Rule 23 of the Federal Rules of Civil Procedure.

Defines three triggers when a class action settlement payment is deemed abandoned: (1) notice cannot be mailed due to unknown or incorrect address, (2) payment remains unclaimed or unissued at the claim expiration date, and (3) 180 days after issuance if the check remains uncashed.

Requires all abandoned class action settlement property to escheat to the state and be delivered no later than 90 days after abandonment.

Makes an appropriation to the Unclaimed Property Fund (a continuously appropriated fund), changing the bill's appropriation status from 'no' to 'yes' and triggering a two-thirds vote requirement and fiscal committee review.

Minor corrections to the UC reporting provision: 'By On or before' changed to 'On or before' and 'previous prior' changed to 'prior.'
