Department of Transportation: report: state highway system: safety enhancements.

The bill was reformatted from a plain-text chaptered document into a web page display with added navigation elements (menus, search boxes, version history links). The underlying legislative text of Section 237 of the Streets and Highways Code is unchanged.

Chapter number 743 was assigned and the Governor's approval date (October 13, 2025) and Secretary of State filing date were recorded.

Removed the requirement that Caltrans post the study/report on its internet website. The Assembly version only requires submission to the Legislature by January 1, 2027.

Added limitations stating the report shall be used only as an informational source based on available data, shall not include project-specific findings or imply causality between delivery timelines and safety outcomes, and shall not create a new duty, right, or standard of care for the department.

The required deliverable changed from a 'study' posted on Caltrans' website to a 'report' submitted to the Legislature under Government Code Section 9795, making it a formal legislative report rather than a public-facing web document.

The second item shifted from identifying 'projects that could improve road safety at each of the locations' to identifying 'types of safety enhancements that could be implemented on the state highway system,' broadening the analysis from location-specific projects to system-wide enhancement types.
