The entire provision extending the Department of Technology's annual inventory reporting requirement for high-risk automated decision systems (Government Code Section 11546.45.5) through January 1, 2032 has been removed from the bill.

Section 28206 has been simplified to only state that the chapter does not apply to rental company vehicles. The complex operative date schedule previously in this section (with different dates for different articles and vehicle vintages) has been consolidated into Section 28246.

A new urgency clause (Section 10) declares the act an urgency statute to take effect immediately, citing the need to give automobile manufacturers sufficient time to redesign and update vehicles for technology required by SB 1394 (Chapter 655 of the Statutes of 2024).

Throughout the Vehicle Code sections, the term 'driver' making a connected vehicle service request has been replaced with 'person,' broadening who is eligible to request termination of another person's access to connected vehicle service beyond just the driver.

The definition of 'connected vehicle service' has been narrowed from 'any capability... to remotely obtain data from, or send commands to, a vehicle' to specifically 'a software application that is designed to be operated on a mobile device... that enables a person to remotely obtain the location of the vehicle or send data from, or send commands to, a vehicle.'

Section 28202 no longer requires vehicles to indicate when a person has accessed 'connected vehicle service' broadly; it now only requires indication if 'connected vehicle location access is enabled,' narrowing the scope of what must be displayed.

Section 28244 no longer prohibits the vehicle manufacturer or a third-party service provider from receiving notification when location access is disabled from inside the vehicle; the protection now only extends to the account holder not receiving such notification.

The vote requirement changed from a simple majority to two-thirds, and the state-mandated local program designation changed from 'no' to 'yes.'

Removed all prior amendment history dates (January 5, January 6, March 25, June 10, June 22) and the original introduction date of February 21, 2025.

Added 'Passed the Senate June 29, 2026' and 'Passed the Assembly June 29, 2026,' confirming final passage by both chambers on the same day.

Vehicles with connected vehicle service must clearly indicate to a person inside the vehicle when someone outside has accessed the service or location tracking. Applies to 2031 model year and later vehicles, with earlier model years covered as soon as practicable after sale or by July 1, 2027.

Covered providers are prohibited from requiring fees, account extensions, approval from other account holders, or rate increases to process a connected vehicle service request. Access must be terminated within two business days of a completed request.

A person seeking to terminate another person's access to connected vehicle service must provide the VIN and proof of legal possession (title, dissolution decree, court order, or domestic violence restraining order). Court orders awarding sole possession take priority over joint ownership titles.

Privacy protections require covered providers to keep requestor information confidential, not share it with the person whose access was terminated, and not disclose it to third parties without consent (except pursuant to court order). Disabling location access from inside the vehicle must not trigger any notification to the account holder or manufacturer.

The AI inventory reporting deadline extension to January 1, 2032 is retained, but the provision is now secondary to the vehicle code changes. New operative dates established: Article 2 effective July 1, 2025; Article 3 effective January 1, 2028 for new vehicles and July 1, 2026 for older updatable vehicles.

State-mandated local program designation changed from 'no' to 'yes,' with a new reimbursement provision stating no reimbursement is required because costs arise from creating a new crime or infraction under Vehicle Code.

All school accountability provisions were removed. This included requirements for the California Board of Accountancy to adopt peer review regulations for firms auditing local educational agencies, Controller quality control reviews of those auditors, referral authority for material deficiencies, 24 hours of continuing education for CPAs auditing local educational agencies starting in fiscal year 2026-27, and a workgroup to recommend training topics. The bill no longer amends the Business and Professions Code or Education Code.

The sunset date for the annual high-risk automated decision system inventory reporting requirement was extended from January 1, 2029 to January 1, 2032, a three-year extension of the compliance period for state agencies.

The bill now amends three statutes (Business and Professions Code Section 5076, Education Code Sections 14504.2 and 41020) instead of containing only a single intent statement. The scope expanded from a placeholder for future legislation to active regulatory requirements.

Section 14504.2 was expanded from applying only to school districts to covering all local educational agencies (school districts, county offices of education, and charter schools).

Starting with the 2026-27 fiscal year and every two years thereafter, CPA firms and audit staff conducting LEA audits must complete 24 hours of continuing education on topics including pupil attendance, independent study, charter schools, nonclassroom-based instruction, school calendars, and instructional minutes.

CPAs and audit staff must have prior experience conducting LEA financial and compliance audits or demonstrate competence gained through training before conducting such audits. Compliance must be certified to the Controller.

The California Board of Accountancy must adopt regulations ensuring that peer review teams for LEA audit firms include at least one member with LEA audit experience and that an LEA audit is included in engagements selected for peer review.

The Controller is required to conduct quality control reviews of an auditor's work after their first LEA audit and every three years for auditors of charter schools, ensuring all are periodically reviewed.

New referral triggers allow the Controller, a chartering authority, or the Superintendent (in addition to county superintendents) to refer an independent auditor to the Board of Accountancy if material deficiencies are found in quality control reviews, peer reviews, or if continuing education requirements are not met.

The Controller must convene and lead a workgroup with representatives from the Department of Education, CalCPA, county offices of education, the Fiscal Crisis and Management Assistance Team, and the California Association of School Business Officials to recommend LEA-specific training topics.

A new Section 1 amending Government Code Section 11546.45.5 was added, expanding the bill's scope from school accountability audits to also cover artificial intelligence and automated decision system oversight at the state level.

Annual reports of the inventory must be submitted to the Assembly Committee on Privacy and Consumer Protection and the Senate Committee on Governmental Organization starting January 1, 2025, with the reporting requirement becoming inoperative on January 1, 2029.
