Section 383.1 of the Public Utilities Code was deleted entirely. This section had required the PUC, in consultation with the Low-Income Oversight Board, to establish standardized statewide performance metrics for low-income energy programs covering energy burden reductions, participation rates by income and location, service depth, customer satisfaction, contractor diversity, payment timeliness, and small business support. It also required program administrators to collect and report data in a standardized format.
Section 4 was deleted. This section had stated that no reimbursement was required under the California Constitution because costs would only be incurred through creation of a new crime or infraction (i.e., failure to comply with PUC data reporting requirements).
The act description was narrowed from 'to amend Section 382.1 of, and to add Section 383.1 to, the Public Utilities Code' to simply 'to amend Section 382.1 of the Public Utilities Code,' reflecting the removal of the performance metrics section.
The legislative counsel's digest removed the phrase 'performance metrics' from the bill summary and deleted the paragraph describing the standardized metrics requirement. Also corrected 'low-income electric, electrical, gas, and water' to 'low-income electrical, gas, and water.'
