Entire Section 740.22 was deleted, removing the requirement for CPUC to establish or modify a special tariff for large load customers (50 kV, 50 MW peak demand) by December 31, 2026. This included requirements to minimize cost shifts, ensure full recovery of grid investments if a customer ceases operations, collect wildfire mitigation costs, and criteria for prioritizing interconnections based on clean energy use, demand response participation, and grid reliability contributions.
Section 913.22 was changed from mandatory to discretionary: 'the commission shall assess' became 'the commission may assess,' and 'this assessment shall include' became 'this assessment may include.' The commission now has full discretion over whether to conduct the data center cost shift analysis.
The no-reimbursement provision (former Section 5) was removed, consistent with the state-mandated local program finding changing from 'yes' to 'no' in the legislative counsel's digest.
