Heritage schools: enrollment and notice.

Section 33195.4: Removed redundant introductory language that restated the age requirement (at least 4 years and 9 months, no older than 18) in the main definitional sentence. The definition now simply reads 'a school that does all of the following' with all eligibility criteria contained in sub-sections (a) through (i). This is a drafting cleanup with no change to who qualifies as a heritage school.

Section 33195.6(d): Corrected a drafting error where 'No A pupil attending a heritage school shall not have access to medication or cleaning supplies' was changed to 'A pupil attending a heritage school shall not have access to medication or cleaning supplies.' The stray 'No' was a leftover from a prior amendment.

Formatting changes throughout: removal of line numbers, addition of enrolled bill headers with passage dates (Senate Aug 27, Assembly Aug 25, 2026), removal of author/coauthor information, removal of vote and fiscal committee notations, and cleanup of the legislative counsel's digest text.

All NIFTI-2 (Second Neighborhood Infill Finance and Transit Improvements Act) amendments to Government Code Section 53398.75.7 were removed, including provisions on property tax revenue allocation, affordable housing requirements, public hearing procedures, and bond issuance for enhanced infrastructure financing districts.

The entire new Division 9 of Title 6 of the Government Code (Sections 62470-62470.1) authorizing the County of Los Angeles to establish a Resilient Rebuilding Authority for the January 2025 Wildfires was removed, including powers to issue funds, manage reconstruction, purchase lots, and support workforce development.

The heritage school definition in Section 33195.4 was restructured. The June version had removed the age requirement from the main definitional sentence, while the August version restores it: 'a school that serves children who are at least 4 years and 9 months of age and no older than 18 years of age.' Both versions retain the expanded eligibility for children enrolled in kindergarten through grade 12.

Terminology was updated in minor ways: 'child care' changed to 'childcare' in several places, and 'Superintendent' was changed to 'Education Commissioner' in Section 33195.4(i).

Senator Stern was added as a coauthor of the bill.

Two new sections (amending Education Code Sections 33195.4 and 33195.6) were added to the bill, bringing heritage school regulation within its scope alongside the existing local government financing and wildfire recovery provisions.

The definition of 'heritage school' in Section 33195.4 was expanded: children who are younger than 4 years and 9 months of age now qualify if they are enrolled in kindergarten (including transitional kindergarten) or grades 1 through 12, inclusive. Previously the minimum age was a flat 4 years and 9 months.

Section 33195.6(f) now requires heritage schools to provide notice to parents or guardians upon enrollment that the State Department of Education has no regulatory authority over heritage schools and does not monitor heritage school operations or instruction, in addition to the existing notice about childcare licensure exemption and compulsory education.

The NIFTI-2 amendment (Government Code Section 53398.75.7) was renumbered from Section 1 to Section 3 of the bill, and the Resilient Rebuilding Authority provisions were similarly shifted, but their substantive text appears unchanged.

A typo in the act description ('of of') was corrected to 'of', and page numbering shifted from 98 to 97 due to reflow.

Added an entirely new Division 9 (commencing with Section 62470) to Title 6 of the Government Code, authorizing the County of Los Angeles to establish a Resilient Rebuilding Authority for the Los Angeles Wildfires to coordinate, accelerate, and streamline recovery in jurisdictions impacted by the January 2025 wildfires, including rebuilding homes, businesses, utilities, and public infrastructure.

Added legislative findings and declarations stating the necessity of a special statute for the County of Los Angeles, which is required to justify a local-specific law under California constitutional provisions.

NIFTI-2 resolutions adopted on or after January 1, 2026 can now only allocate property tax revenues to enhanced infrastructure financing districts. The prior authorization to allocate local sales and use taxes (Bradley-Burns) and transactions and use taxes has been removed from the operative text.

Removed the requirement that the boundaries of the enhanced infrastructure financing district be coterminous with the city or county that established it, allowing districts to cover sub-areas within a jurisdiction.

Changed 'his or her' to 'their' throughout for gender-neutral language, and changed 'Internet Web site' to 'internet website' in multiple places. These are non-substantive drafting updates.
