Removed the requirement that a proponent or party to a proposed development project converting natural lands in the East Bay Hills must provide notice to the district, and the district's authority to analyze environmental values and potential impacts of such projects.

Added a new subdivision (h) stating the article shall not be construed as an expansion of the district's rights or powers as they relate to local land use authority on lands in the East Bay Hills, clarifying that the bill does not give the Park District new land use control.

Changed the local planning requirement from applying to 'local planning documents' to 'land use policy documents, such as general and specific plans,' narrowing which documents must acknowledge the East Bay Hills as an area of statewide significance.

A new definition of 'California tribe' is added, covering both federally recognized California Native American tribes and nonfederally recognized tribes on the California Tribal Consultation List maintained by the Native American Heritage Commission. The district is now explicitly authorized to collaborate with these tribes in achieving program goals.

The program's first goal is expanded from 'enhance wildlife habitat, provide recreational opportunities, restore natural ecosystems' to 'restore, enhance, and preserve wildlife habitat, provide and enhance recreational opportunities, restore and preserve natural ecosystems,' adding preservation as an explicit objective alongside enhancement.

The program's second goal is expanded from 'protection and preservation of natural resources' to 'protection and preservation of land and natural resources, including addressing water quality, erosion, and carbon sequestration from natural lands,' explicitly adding land protection and specifying that carbon sequestration refers to that from natural lands.

The statewide significance acknowledgment requirement is restructured from subdivision (g)(3) (part of the development notice provisions) into a standalone subdivision (g), separating it from the development project notice and analysis requirements.

The district's powers are expanded to include 'maintaining, and funding projects' (previously only 'undertaking projects') and to 'construct new facilities for outdoor recreation' (previously only 'improve facilities'). Technical assistance is now specifically directed at enhancing conservation and climate resilience on natural lands.

The deadline by which local planning documents must acknowledge the East Bay Hills as an area of statewide significance is changed from January 1, 2025 to January 1, 2026, giving local agencies an additional year to update their plans.

Several new legislative findings are added: the East Bay Hills are described as having 'statewide cultural, historical, and environmental significance' (expanded from just 'statewide significance'); the area is identified as ancestral land of the Ohlone and Bay Miwok who occupied it for 10,000 years; the area is noted as home to California's official state grass (purple needlegrass) and federally and state-listed endangered species (Presidio clarkia and Tiburon buckwheat); rainbow trout first discovered in Redwood Creek in 1855 are noted; and a finding is added that the program will provide a necessary structure for restoration, preservation, and recreational projects.

Section 5598(g) now requires acknowledgment of the East Bay Hills in 'local land use policy documents' rather than the broader 'local planning documents,' narrowing which local government documents must reference the area as one of statewide significance.

Procedural elements removed for the enrolled version: coauthor listings, vote/appropriation/fiscal committee notations, revision notes, and assembly amendment formatting (line numbers, page headers).

The legislative counsel's digest was updated from 'SB 392, as amended, Grayson' to 'SB 392, Grayson' to reflect the final enrolled form.
