County population threshold for delegation authority raised from 3,500,000 to 6,000,000, narrowing eligibility to only the largest counties (Los Angeles and San Diego).

The previous version allowed delegation of 'all or part of the duties and authorities concerning minors described in Section 601 or 602, or concerning the oversight or operation of juvenile detention facilities.' The new version limits delegation to 'individuals who are under the jurisdiction of the juvenile court pursuant to Section 450, 601, or 602' and specifically references only paragraphs (1) through (3) of subdivision (a) of Section 27771 (community supervision of juvenile offenders, operation of juvenile halls, and operation of juvenile camps and ranches).

A new restriction was added in both Government Code Section 27771(b)(2) and Welfare and Institutions Code Section 272.5(b) prohibiting the delegation of any duty or authority that law requires to be performed by a peace officer as defined in Penal Code Chapter 4.5.

A new definition of 'juvenile case file' was added in the amended Section 827(e), covering petitions, probation officer reports, and all other records filed in a juvenile court case or made available to the probation officer, judge, referee, or hearing officer.
