Section 13552.4(d) no longer limits the dual-plumbing exemption to common areas 'operated by a homeowners' association.' The provision now applies to any outdoor landscape irrigation of common areas that does not enter the boundaries of a residence, broadening eligibility to include common areas managed by other entities (e.g., condominium associations, municipal parks).
Throughout Sections 13552.4, 13553, and 13554, references to 'State Department of Public Health state board' are replaced with 'state board,' correcting the agency identification. The Water Code's 'state board' refers to the State Water Resources Control Board, not the State Department of Public Health.
The required condominium notice text in Section 13553(d)(3) changes the approving agency name from 'State Department of Public Health Water Resources Control Board' to 'State Water Resources Control Board,' correcting the agency name in the mandatory posted notice.
