The working group membership was expanded to include fuel providers, fuel suppliers, fuel producers, barge operators, and storage terminal operators, and the list was changed from a fixed composition to 'of, but not be limited to,' making it open-ended.

The State Lands Commission is added as a coordinating agency for developing the alternative fuels plan, alongside the Transportation Agency and the state board.
