Continued eligibility reviews are now submitted only to the Employment Development Department rather than to both the California Workforce Development Board and EDD. The form and manner of submission is now prescribed solely by EDD instead of jointly by the board and department.

A new subdivision (e)(2) was added stating it is the Legislature's intent to streamline the continued eligibility process for trainees, trainers, local workforce development boards, and the Employment Development Department.

Subdivision (e) was restructured from a two-paragraph format (1 and 2) into a three-part format with (1)(A), (1)(B), and a new (2), reorganizing the provider protection provision and the review schedule under a single numbered paragraph.

The state-mandated local program designation was changed from 'yes' to 'no,' which would remove the basis for local agencies to seek state reimbursement under the Government Code for costs mandated by this act.
