Recycling: precious metals and critical minerals: report.

Legislative findings were broadened from focusing on REEs alone to also explicitly reference precious metals and critical minerals throughout, e.g., 'containing REEs' became 'containing REEs, precious metals, critical minerals, and other similar valuable materials'

Section 55001 was expanded from authorizing recommendations on 'best practices for product design to optimize the ability to recycle' to authorizing recommendations to 'promote a circular economy for precious metals, critical minerals, and other similar valuable materials within products, including, but not limited to, best practices for product design'

New report topic added in Section 55000(c)(1): the report must discuss precious metals, critical minerals, and other similar valuable materials available in products collected in state programs that address electronic waste

New subsection 55000(d) added: the report may discuss the environmental, economic, and social implications of existing methods to extract these materials from products at a commercial scale

Report topic on barriers was expanded: 'incentivize and create within California the ability to recycle and reuse these materials' became 'create, expand, and incentivize within California the ability to recycle and reuse these materials from products'

New Section 55002 was created to house the report submission compliance requirement (Government Code Section 9795) and the sunset repeal date (January 1, 2032), which were previously located in Section 55000(d)
