Subparagraph (C) on overcrowding: removed the definition of 'overcrowded rate for a comparable housing market' (which set a ceiling at the national average as determined by the council of governments) and replaced it with a requirement to report the percentage of overcrowded households within the region and throughout the nation.
Subparagraph (H) on cost burden: removed the definition of 'rate of housing cost burden for a healthy housing market' (which set a ceiling at the national average as determined by the council of governments) and replaced it with a requirement to report the percentage of cost-burdened households within the region and throughout the nation.
The UC/CSU enrollment consideration requirement (requiring the Department of Finance to account for changes in university enrollment when projecting household growth) remains in Section 1.5, which is conditional on both this bill and SB 486 being enacted with this bill enacted last.
Procedural formatting changes: removal of line numbers and amendment markup, addition of passage dates (Senate Sept. 11, Assembly Sept. 8), and addition of the Governor's receipt block indicating the bill is now in enrolled form awaiting executive action.
