The term 'community placement plan' is replaced with 'community resource development plan' throughout the bill, shifting the focus from moving individuals out of developmental centers to broader development of community-based services and supports for people living in the community.
Assessment requirements are expanded beyond developmental center residents to include individuals transitioning from restrictive settings including Porterville Developmental Center, Canyon Springs Community Facility, and institutions for mental disease.
Specific residential options are enumerated that must be considered in assessments and resource development: supported living services, family home agencies, family teaching homes, and independent living services.
Annual legislative reporting is shifted from regional centers providing data to the department, to the department itself updating the Legislature by April 1 each year and publishing the update on its website, with deidentification guidelines required for privacy protection.
