The document was reformatted from the authenticated chaptered version (with page numbers, chapter headers, and traditional legislative layout) to a web-based rendering that includes website navigation elements, metadata, and slightly different line breaks. No policy language was changed.

Procedural formatting changes only: introduced-bill headers (committee name, sponsor list, introduction date) replaced with enrolled-bill headers showing passage dates for both chambers, addition of Secretary of the Senate and Chief Clerk of the Assembly signature lines, addition of Governor receipt and approval blocks, removal of line numbers throughout, and reformatting of the legislative counsel's digest to remove 'as introduced' language and vote/appropriation/fiscal committee information.
