MINOR
No substantive policy changes occurred between these two versions. The diff reflects a transition from the official chaptered bill format (with state authentication headers, page numbers, and formal legislative layout) to a web-based rendering of the same bill text on the California Legislature's website. All statutory language, section numbers, and legal content remain identical.
TECHNICAL
The document was reformatted from an official chaptered bill (with 'STATE OF CALIFORNIA AUTHENTICATED ELECTRONIC LEGAL MATERIAL' header, page numbers like '97 Ch. 57', and formal indentation) to a web page layout with navigation menus, search fields, and website UI elements such as 'skip to content,' 'Quick Search,' 'Bill Information,' and 'Track Bill.'
Website interface elements were added including navigation links (home, accessibility, FAQ, feedback, sitemap, login), a quick search box with bill number and keyword fields, version selector dropdown showing available versions (06/30/26 Chaptered, 06/17/26 Enrolled, 03/05/26 Introduced), and a digest key section listing vote type, appropriation, fiscal committee, and local program status.
