The $500 million cumulative cap on additional activities that maximize project delivery efficiency was removed, allowing unlimited funding for such activities outside the Merced to Bakersfield segment.
A new definition of 'early work' was added, covering investigative design and engineering for utility relocation, geotechnical baseline reports, and identification and acquisition of long-lead strategic right-of-way parcels.
The bill's conditions now apply not only to funds under Section 39719 but also to funds provided pursuant to Section 39719.4, broadening which funding streams are subject to these restrictions.
